The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform; National Environmental Policy Act (NEPA), Pollution Prevention and Installation Sustainability Programs, Compliance Program Support, Cultural Resource Program Support and Wildlife and Natural Resource Program Support at YTC. Specific programs supported by this action include Air, Water, Environmental Compliance, Cultural, Pollution Prevention (P2), NEPA, Wildlife, Natural Resources, Solid Waste, Resource Conservation and Recovery Act (RCRA), Sustainability, and Toxic Substances.

NEPA Compliance Services: A broad range of services in support of the JBLM-YTC National Environmental Policy Act (NEPA) program. The JBLM-YTC NEPA program conducts environmental impact analysis for activities involving federal personnel, federal lands, and federal monies.

Pollution Prevention & Installation Sustainability Support Services: A broad range of services in support of advisory and implementation of P2 and Sustainability Programs to include, reviews, assessment, and recommendations for implementation and development. Includes plan reviews, training administration, and meeting organization.

Compliance Program Support: Assessments/visits at JBLM-YTC installation activities and units to inspect and determine the status of compliance with Federal, State, Local, Department of Defense and Army/Air Force environmental laws, regulations, and standards of the various compliance medias. Includes but not limited to Air, Water, Solid Waste, Resource Conservation and Recovery Act (RCRA), and Toxic Substances.

Cultural Resources Management Services: A broad range of support for the JBLM-YTC Cultural Resources Management Program. This support will be focused on archaeological sites, districts, traditional cultural properties, Indian sacred sites, cemeteries, monuments and memorials, and Native American relations.

Wildlife and Natural Resource Program Support Services: A broad range of support services to include monitoring of soil, vegetation, noxious weed populations, and surface water quality, threatened and endangered species, rare and sensitive plants. Implementation of various plans such as the Integrated Natural Resources Management Plan (INRMP), and Sage-grouse Endangered Species Management Plan (ESMP).
