This is a Sources Sought Notice (SSN).  The purpose of this notice is to identify sources capable of performing the required services in this geographic location within the period of time required.  Information provided will be used to help determine the government’s procurement strategy.  

This is not a Request for Quotations (RFQ).  Quotes received will not be considered and no award will be made from this sources sought notice.  

The U.S. Customs and Border Protection (CBP), Office of Field Operations, Los Angeles Field Office is seeking sources for a firing range, mat room, and classrooms that can accommodate approximately 1,500 CBP Officers for quarterly weapons and tactical qualifications training.  The range facility must be located within 30 miles of the following address:

The Government contemplates awarding a contract that includes the following base year and option years:

09/16/2025-09/15/2026
09/16/2026-09/15/2027
09/16/2027-09/15/2028
09/16/2028-09/15/2029

The specific requirements, such as range/facility requirements and schedule requirements, are provided in the attached draft Statement of Work (SOW).  The SOW is subject to change prior to solicitation issuance.

1.  Your business name, address, contact information, Unique Entity Identifier (UEI), and CAGE code.  Please state whether you have an active registration in the System for Award Management (SAM) at www.sam.gov.  

2.  Whether you qualify as a small business concern under NAICS code 713990 – All Other Amusement and Recreation Industries.  The corresponding size standard is $9.0 million.

3.  Whether you are an eligible small business concern under any of the following small business programs:  the Service-Disabled Veteran-Owned Small Business (SDVOSB) Program, the Women-Owned Small Business (WOSB) Program, the HUBZone Program, or the 8(a) Program.

4.  A brief description of your capabilities and experience providing firing range services

5.  The address of your firing range facility

6.  A description of your facility sufficient to demonstrate whether it meets all of the draft SOW requirements.  If it does not meet all requirements, please specify which requirements you are unable to meet. 

7.  Pricing information related to the use of your firing range facility, such as a commercial price list.  This information will be used for market research purposes only and will not constitute or be evaluated as a quote, proposal, bid, or offer.

This Sources Sought Notice (SSN) is for information and planning purposes only and does not constitute a Request for Proposal (RFP), Invitation for Bid, or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract.  Furthermore, the Government will not pay for the information submitted in response to this request. All information contained in this SSN is preliminary, subject to modification, and is in no way binding on the Government.  Responding to this SSN is not required; failing to respond will not negatively affect a vendor’s eligibility under any future solicitation that is issued.
