This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation.

The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate.

       A. Objective:

To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation.

       B. Salient Characteristics:

The Army Research Directorate of DEVCOM Army Research Laboratory requires the following salient characteristics for a portable and versatile data acquisition system:

  • Shall have a minimum 8 or more individual and electrically isolated acquisition channels
  • Must have 24 bit or better analog-to-digital converter
  • Must have BNC (Bayonet Neill–Councilman) connection for each channel
  • Shall include Integrated signal conditioning and/or amplification for the following transducer types:
    • minimum of four (4) available signal conditioner with bridge excitation for strain gages (quarter, half, full bridge / 350 and 120 ohms resistance)
    • minimum of two (2) available inputs for +/- 10 full scale voltage source
    • minimum of two (2) available inputs for accelerometers
    • minimum of two (2) available thermocouples (type J and K)
    • minimum of one (1) available LVDT (linear variable differential transformer)
  • Must be capable to measure discrete transducers across individual channels
  • Must have maximum data sampling rate of 40 kS/s or better (7 kHz bandwidth or better)
  • Must have an accuracy of 0.05% or better
  • Shall have an active low pass filter (such as Bessel and/or Butterworth)
  • Must include software with PC controller for channel settings and acquisition control and communication through Ethernet
  • Must have a small form factor for portability for both laboratory or field testing environments with the following weight and dimensions:
    • weight not to exceed 1000 grams (2.2 pounds)
    • dimension not to exceed 5.5 cm x 20 cm x 12 cm (2.2 x 7.9 x 4.7 inches)
  • Must have a modular design for future expandability to add additional acquisition channels
  • Must have optional availability for LabVIEW drivers

C. Responses:

  1. To what extent each of the specifications can be met.
  2.  Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the $34,000,000 standard that accompanies NAICS code 541512.
