The Department of Labor (DOL) Wage and Hour Division (WHD) is requesting information for Printing and Mailing of Publications.

Designing, hosting, and maintaining three (3) online order forms/site(s) for bulk, single, and targeted/special publication packages for use by internal staff and the public for item ordering.

Posting new or updated DOL items on the websites.

Providing print services, distribution services for targeted bulk mailings, mass mailings, or special promotions.

Providing special handling procedures for the unanticipated requirements of high-level agency officials, members of Congress, etc. that require a quick turnaround handling or that exceeds the per order maximum quantity limits established for each item by the DOL. All other orders will be shipped via the most economical method.

Maintaining (or establishing new) points of contact within your agency, for establishing and clarifying the procedures for receiving and fulfilling orders from DOL.

Receiving/storing stock and fulfilling orders using policies and procedures set by DOL for handling, and regularly providing DOL with inventory, replenishment, and distribution reports for all work performed under this agreement.

Reports will be provided once a month within ten (10) business days after the close of each month. Your firm will provide DOL with activity reports for the DOL Inventory. These reports will include Inventory Activity Report, Back Order Report, and Reimbursable reports that will include regular and overtime support hour’s expended, postage/shipping costs, the number of billable pallets stored during the preceding month, and any other costs available at the time. 

Providing safeguards for personal information to ensure privacy is protected in accordance with applicable laws and regulations, following approved standards and protocols, and implementing required measures to ensure that the security of the order fulfillment and management systems is not compromised.

Working with DOL to develop/enhance business rules, operating procedures and standards, service performance measurements, and standard procedures for handling orders. Performance standards for the DOL order fulfillment shall conform to those established for the PDC operation including an order turn-around-time of three (3) business weeks or less and order processing accuracy of 97% or greater.
