PAN-001759 – Sources Sought – Law Enforcement Communication and Support for Land Mobile Radios (LMR)

MICC – Fort Belvoir is seeking preliminary market research information from capable and reliable sources to gain knowledge of potential qualified business sources capable of providing all personnel, equipment, tools, materials, supervision, and other items and non-personal services to provide maintenance and repairs of the Land Mobile Radio and Emergency Vehicle Equipment (LMR-EV) for the United States Army Garrison (USAG) Fort Detrick, Directorate of Operations (DoO) as defined in this Performance Work Statement (PWS).  The Government shall not exercise any supervision or control over the contract service providers performing the services herein.  Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. All employees shall be vetted IAW AR190-13. The contractor shall perform to the standards in this contract.  

The Directorate of Operations (DoO) has over 137 handheld radios, 40 mobile radios, 4 desktop radios, and 47 vehicles with emergency equipment that needs to be repaired or services when the equipment no longer functions property. The vehicle is replaced, and the radios and equipment need to be removed from the vehicle being turned in and installed into the new vehicles. Equipment that malfunction needs to be repaired to keep operational. The objective is to award a contract to a vendor that can ensure that all of the LMR-EV equipment is kept up and running with as little down time as possible.  

At this time, equipment for the Harris Land Mobile Radio System falls under Harris Corporation intellectual property rights and the proprietary protocols represent a patent, copyright or secret process and are, therefore, currently only available from the manufacturer, Harris Corporation. As such, only authorized Vendors are capable of providing sales and service support for the Harris Land Mobile Radio System.
