THIS IS A NOTICE OF A REQUEST FOR INFORMATION. IT IS NOT A SOLICITATION NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED.

This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources or obtaining information for the Department of the Air Force (DAF). It does not constitute a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice.

Any information submitted by respondents to this notice is strictly voluntary.  Any formal solicitation that may subsequently be issued will be announced separately through SAM.gov. It is the responsibility of any potential respondent to monitor SAM.gov for additional information pertaining to this topic.

The Government intends to review responses to this RFI for acquisition planning, market research and requirement development purposes.

BACKGROUND

Hanscom AFB is currently situated in the limits of four townships – Bedford, Concord, Lexington, and Lincoln. The installation operates as a hub of activity with the missions supporting the Department of the Defense, The Department of the Air Force, the Massachusetts National Guard and Housing on the installation. The base neighbors Hanscom Field, operated by the Massachusetts Port Authority (“Massport”).  Hanscom Air Force Base’s Public Service Answering Point (PSAP) receives 130 medical 911 calls annually resulting in approximately 100 transports to local emergency rooms. Patients requesting transportation have medical insurance that were billed privately for the emergency transportation.

The work under this contract, would require a vendor to provide Hanscom Air Force Base (HAFB) Massachusetts is located requires full emergency transport services on the installation, all associated housing areas, and the HAFB Family Campground area located on South Road in Bedford, MA. This work under this acquisition, will not include routine response at MassPort’s Hanscom Field.

These emergency support services will consist of contractor care, ambulatory support, and transportation services to the nearest medical facility.  Contractor care shall, at a minimum, cover the full range of Emergency Medical Technician-Paramedic (EMT-P) and ambulance services provided in the local community to include Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), local protocols or standing orders and staffing minimums in accordance with the most current Massachusetts “Emergency Medical Services Pre-Hospital Treatment Protocols” and MA 105 CMR 170.000: “Emergency Medical Services System” regulations. Performance shall be according to the requirements contained in the Performance Work Statement (PWS) and professional standards of the Joint Commission on Accreditation of Healthcare Organizations/Accreditation Association for Ambulatory Health Care and Massachusetts State Department of Health’s Division of Emergency Medical Services.
