Request for Information (RFI) for Transceiver Field Units (TFUs)

THIS IS A RFI ONLY.  This Sources Sought (SS)/Request for Information (RFI) is being posted to satisfy the requirement of DFARS PGI 206.302-1. The Army Contracting Command – Redstone Arsenal, AL intends to issue sole source options to an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract to Benchmark Electronics, INC. for manufacture of hardware. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Responders are advised that the US Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. However, responsible, interested parties may identify their interest and capability by responding to this notice. The Government will consider all information received prior to the closing date of this notice. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.

Purpose: The Product Manager Air Warrior (PM AW) is seeking to identify interested contractors capable of manufacture and delivery of a qualified populated circuit board fabrication and assembly procedures is the process employed which uses EN-7 as an under-fill epoxy protectant for the electronics, and a molded encapsulations overfill of the electronics and battery power source. The Government does not possess a verified and validated Technical Data Package (TDP) for these items as the TDP contains proprietary data the Government is not privy to.

Background:  PM AW has a requirement delineated in the Personnel Recovery Support Equipment (PRSE) for mission essential need to maintain a valid, uninterrupted contract to fulfil obligation to the U.S Army, current and future personnel recovery operations. The U.S. Government currently has an Indefinite Delivery Indefinite Quantity contract with Benchmark Electronics, INC. The U.S. Government intends to extend the contract through the addition of up to two option ordering periods. Benchmark Electronics, INC.  is the current sole source manufacturer of the identified hardware items.

  • A brief description of the potential offeror’s company/organization.
  • A description of the potential offeror’s capabilities and products.
  • A description of the potential offeror’s quality certification and program.
  • A description of how the potential offeror’s product currently meets the Air Warrior PRSE requirement.
