This is a Sources Sought/Synopsis which seeks information from sources that can provide bulk and retail fuel services. No solicitation is being issued at this time. For reference purposes, this SAM notice is numbered SPE603-24-R-5X08. The amount of information available at this time is limited. This notice is also issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10.

The Defense Logistics Agency (DLA) – Energy – FESBA anticipates issuing a Request for Proposal (RFP/Solicitation) to procure services to perform Fuel Operations, Support Operations, and Management and Administration pertaining to the receipt, storage and handling, and issue services for ground fuel products (Mogas, Diesel, and JP-8) or any additional product designated by the Contracting Officer) at Government-Owned Contractor-Operated (GOCO) fuel facilities in Okinawa Japan. This includes services for the operation, maintenance, security, and environmental protection of Government aviation and ground fuel facilities at: Camp Kinser, Camp Foster, Camp Futenma, Camp Courtney, Camp Hansen, Camp Schwab, and Camp Gonzalves.

Firms will be expected to maintain product quality and accountability at these GOCO facilities. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products.

This procurement will be unrestricted under NAICS code 493190 (Other Warehouse and Storage) with a size standard of $36.5 million. Period of performance beginning on July 01,2025 through June 30,2029, with one five-year option from July 01,2029 through June 30, 2034, and an option to extend the contract for a total of no more than six months from July 01, 2034 through January 01, 2035.

Dates of the pre-proposal conference, in conjunction with the site visits, will be listed in the solicitation.  Offerors will be required to submit in writing to the Contract Specialist (via email or letter) the name(s) of the individual(s) who plan to attend.

Interested companies should respond to the questions below. Responses are limited to not more than 5 pages.  Any information provided to the Government as a result of this notice is voluntary.  The Government will not pay for any information submitted in response to this notice.  All responses to this notice are to be submitted by 1300 hours local time Ft Belvoir, VA on May 16, 2024. 1. Capability of providing qualified and experienced personnel, with appropriate clearances, if required. 

2.  Past Performance: Do you have past performance as a prime contractor or subcontractor on service contract for similar fuels management requirements? If so, please provide the following: Contract number, Name of Government Agency or Commercial Entity. Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO fuels management. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage.

3.  Address any past performance problems, and resolutions taken.

4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, type (s) of service would you perform.

5.  Does your company have experience with Service Contract Act of 1965 covered contracts?

6.  Does your company have the financial capability and financial stability, and/or adequate lines of credit to sustain and support a five-year contract with multiple locations, in the event there are delays with the payment process?

7. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?

This sources sought/synopsis is for planning and market research purposes only and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist and to assist in determining if this effort can be competitive. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and to assist in making future acquisition strategy decisions.

This is not a request for quote or proposal. The Government does not intend to award on the basis of this sources sought/synopsis or reimburse any costs associated with the preparation of responses to this sources sought/synopsis.
