Sources Sought for Compressed Gas Products, Specialty Gases, and Cryogenic Liquids for the NIST Boulder, Colorado Campus

THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS.

This announcement constitutes a Sources Sought (market survey).  This announcement is not a Request for Proposals, Request for Quotations, or an Invitation for Bids.  This Sources Sought is a market research tool used by the acquisition team to determine potential and eligible businesses that have the capability and interest in providing the required gases described in the attached Statement of Work, prior to determining the method of acquisition.  This also serves as a Request for Comments on the draft Statement of Work for the planned project.   

The National Institute of Standards & Technology (NIST), Acquisition Management Division (AMD), Team E-Boulder seeks information from PRIME CONTRACTORS that are capable and interested in providing gases to the NIST Boulder, Colorado Campus. 

This Sources Sought and Request for Comments does not commit the Government to award a contract now or in the future.  No solicitation for this project is currently available.  Additionally, The Government is not obligated to and will not pay for any information or comments received from potential sources as a result of this Sources Sought and Request for Comments announcement.  The results of this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist for this potential requirement.  All Small Business Set-aside categories will be considered.  Additionally, this market research tool is being used to identify potential and eligible firms of all sizes prior to determining the method of acquisition and issuance of a solicitation.

The Request for Comments portion of this Sources Sought provides contractors with the opportunity to make any comments, including recommendations, regarding the draft statement of work (SOW) for the potential project. Comments will be considered in developing the SOW. This is not a Request for Information. The Government will not provide a response to any questions regarding this project as a part of this Sources Sought and Request for Comments.   

Project Description: 

  1. Scope of Work:  The contractor shall provide:
    1. Compressed gases, liquid cryogens (He and N2), and dry ice in NIST-owned and Contractor-owned cylinders/dewars;
    2. All maintenance and testing of existing NIST-owned cylinders.
    3. Specialty gases in NIST-owned and/or Contractor-owned cylinders;
    4. A single portal tracking system to manage and track all cylinders on the NIST campus;
    5. Contractor/NIST provided annual web-based ordering and tracking system training and annual safety training.
  1. Project Magnitude: NIST intends to establish a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a one-year base period and two one-year option periods.

Interested and capable PRIME CONTRACTORS are requested to electronically submit a capabilities statement of no more than ten (10) pages in length inclusive of the following information:

  1. Company name, address, telephone number, and the title and name of the company point of contact.
  2. DUNS/CAGE code registered in the System for Award Management (SAM) at www.sam.gov.
  3. Indicate whether your company is a large business or a small business and indicate the applicable socio-economic category of FAR 19.
  4. Company Profile description.
  5. Statement of Capability (SOC) stating your company’s skills, experience, knowledge, and equipment to perform the specified type of work.  This should include documentation of past specialized experience and technical competence in performing similar requirements, up to five (5) recent and relevant experience for which your company was the prime contractor.  Recent experience is experience performed within the last five (5) years.  Provide a contract number, the customer organization (Government/Agency or private firm), a point of contact (POC), and the current telephone number for the customer POC.
  6. Any other relevant information that is not listed above which the Government may consider in developing the service requirement and market research.
  7. Company sales brochures or marketing packages will not be considered.
     

Request for Comments:  All comments provided in response to the Sources Sought shall be submitted electronically on the attached Request for Comments sheet.  Comments will be used for consideration in the development of the SOW.  This is not a Request for Information.  The Government will not provide a response to any questions regarding this project as a part of this Sources Sought and Request for Comments.    

A company responding to this Sources Sought which fails to provide ALL the required information requested will not be used to assist the Government in the acquisition method decision, which is the intent of this Sources Sought.   

Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions.  NO SOLICITATION IS CURRENTLY AVAILABLE.  It is a market research tool being utilized to determine the availability of interested and potentially qualified contractors for determining the method of acquisition for this potential project requirement.
