1.0 INTRODUCTION

The mission of the Naval Facilities Engineering Command Mid-Atlantic is to provide the support required to enable our war fighters to succeed in their missions. We are responsible for leadership in facilities acquisition, installation engineering/support, and Seabees contingency engineering required by the Navy and Marine Corps team. With a commitment to delivering products and services interdependently, we offer customers a single focal point for a range of cost-effective choices to achieve their desired outcomes.

This Contract shall provide a contracting vehicle that will support NAVFAC vehicles traveling over tolled roads within the NAVFAC MID-ATLANTIC AOR (e.g., EZ-Pass and DC Metro). It will also allow for Pay by Plate and transponder charges in the event they are incurred by the government. In addition, it will track the data for crossings and giver greater auditing ability over the toll program. This Contract will cover vehicles owned or leased by NAVFAC Mid-Atlantic command only.

2.0. REQUIREMENTS

2.1 Objective: To provide NAVFAC Mid- Atlantic employees accessibility to the E-ZPass transponders for use during government-related local and TDY travel when travelling on toll roads. This Contract will serve as the base for making payments for the use of toll roads for official travel, will set up the framework for making these payments by three methods.

a. RAPID / MASS TRANSIT CARD OR DEVICES, or transponders, are to be used for supporting local and interstate business travel for the various bases supported by NAVFAC Mid-Atlantic. They will be issued to the individual base support locations and are to be used to support NAVFAC Mid-Atlantic authorized missions only.

b. PAY BY PLATE – charges will be addressed and paid as they are received by the Transportation Branch Core Department. In the event a toll charge is not the responsibility of the Transportation Branch it will be forwarded to the correct command for payment.

c. PAY BY Bill, or mailed bills, shall be sent to the contractor for payment. The contractor shall verify the vehicle is covered with the government representative. If valid, the bill shall be covered under the terms and funds provided for the contract.

d. PROMPT PAYMENT shall be handled by the contractor for tolls incurred by authorized vehicles and transponders. The contractor shall be responsible for payment of tolls within 90 days of receiving a bill for tolling by a covered vehicle.

e. FLEET MANAGEMENT DATA will be provided by the contractor in the form of a web biased location where the government can view historic data for toll usage by vehicle plate, and transponder where by the government can verify usage and a means of auditing toll usage. The data should be exportable from the web application to Microsoft Excel or similar programs.

f. CURRENT AND FUTURE toll roads shall be covered within the NAVFAC MID-ATLANTIC AOR during the contracted term. All tolled roads shall be covered by this contract with the exception of those owned by Elizabeth River Crossings which include Norfolk-Portsmouth Downtown Tunnel and Norfolk-Portsmouth Midtown Tunnel; both located in southeastern Virginia.

3.0 TRANSPONDERS

This Contract will allow for the purchase of Transponders. Transponders will be purchased under a single account via the Transportation Core Department to avoid multiple accounts.

4.0 PAY BY PLATE

One of the acceptable payment methods of the road tolling system is Pay by Plate. In this instance an invoice is received due to the transponder not being in the vehicle when the toll road is used. In the event one of the covered vehicles receives a Pay by Plate invoice, the Transportation Core Department will validate the charge and submit a Purchase Request document for payment.

5.0 PAY BY BILL

One of the acceptable payment methods of the road tolling system is Pay by Bill in locations where Pay by Plate is not accepted or available. In this instance an invoice is received due to the transponder not being in the vehicle when the toll road where pay by plate is not available. When this occurs, a list of vehicles that are covered by the Transponders will be provided. In the event that one of the covered vehicles receives a Pay by Plate invoice, the contractor shall contact the NAVFAC Mid-Atlantic’s Transportation Representative to validate the vehicle or transponder is owned and managed by NAVFAC Mid-Atlantic. Payment shall be made per the contract between NAVFAC Mid-Atlantic and the Contractor.

6.0 FLEET MANGEMENT DATA

The requirement for an online portal to give the government access to the contractor’s data on usage of tolls covered under this contract by vehicles, transponders or trailers is to support the governments need to track and validate toll charges. The interface should be able to be accessed from a browser without the need to install software on government owned machines for access. The contractor shall provide access to a set number of individuals at direction of Transportation Core. This interface shall provide for the identification of potential fraud toll charges. Such charges shall be provided to the government for review, and dispute if deemed necessary. Additionally, the data on the site shall be made available to export for fleet management billing and data tracking.

7.0 AREA OF RESPONSIBILTY

This contract will be utilized at, but is not limited to, the following base locations within NAVFAC Mid-Atlantic’s Area of Responsibility:

Naval Station Norfolk, Virginia

Naval Air Station Oceana, Virginia

Naval Support Activity Philadelphia, Pennsylvania

Portsmouth Naval Shipyard, New Hampshire

Yorktown Weapons Station, Virginia

8.0 GOVERNMENT PROPERTY

NAVFAC will use the Transponders for official Navy Business in Navy owned vehicles or vehicles rented via GSA. A vehicle list will be provided and updated by the Transportation Core Department as necessary, and/or at a frequency of a minimum of twice a year.

9.0 ACCOUNT AND PAYMENT METHOD

Transportation Core will manage the Transponder account updating vehicle records and reviewing transitions regularly.  At the end of each billing cycle the contractor shall invoice for each billing cycle charges in the Wide Area Workflow (WAWF) system using the WAWF table provided in the contract for reference. The government shall review the invoice submitted by the contractor via WAWF for accuracy and recommendation of payment. The contract shall start with a set amount of funds, if/when funding for tolls are below the contract amount, the contractor shall notify the government and additional funds may be added at the government’s discretion.

10.0 PERIOD OF PERFORMANCE

This Contract will run a period of 5 years from the issue date. The contract will consist of a Base Year (12 months), and 4 Option years (12 months each), if all option years are exercised by the government.
