THIS IS A SOURCES SOUGHT NOTICE (SSN) ONLY, which is being issued in accordance with (IAW)
Federal Acquisition Regulation (FAR) Part 10, Market Research. This is not a solicitation/request for
proposal and no contract shall be awarded from this synopsis. There is no solicitation package
available at this time. All interested parties should send responses and any comments/questions in
either Microsoft Word or Portable Document Format (PDF), via email, to the Contract Specialist
LaTischa Castro at [email protected].
The Deputy Assistant Secretary of the Army for Cost and Economics (DASA-CE) is requesting
CAPABILITY STATEMENTS to identify capable sources that can provide the necessary resources and
expertise to: 1) operate and maintain the Cost Analysis and Visualization Environment (CAVE) system
in cArmy, 2) operate and maintain the Cost and Performance Portal’s (CPP) legacy applications, and 3)
implement DASA-CE’s consolidation and refactoring/modernization plan for OSMIS, FORCES, AMCOS,
and the CPP. See the DRAFT PWS attachment for detailed requirement.
Capability Statements, including attachments, are limited to fifty (50) pages in length in Times New
Roman font of not less than 10 pitch. The deadline for response to this request is no later than 5:00
PM Eastern Time on 15 September 2023.
Please include the answers to the following questions in the response. Answers to all the questions
are required to determine your capability.
1. Organization name, address, CAGE Code, Unique Entity ID, and website address. Point of
Contact (POC) name, telephone number, and email address.
2. Size and type of ownership (Small, Small Disadvantaged, Women-Owned, HUBZone, or Service-
Disabled Veteran-Owned Small Business Concern (SDVOSB) under NAICS code 541512.
3. Tailored capability statements addressing the particulars of this effort, with appropriate
documentation supporting claims of organizational and staff capability.
4. Please indicate if your company holds a General Services Administration (GSA) or other similar
Government-Wide Contracting Vehicles.
The Government will evaluate market information to ascertain potential market capacity to:
1. Provide services consistent, in scope and scale, with those described in this notice and
otherwise anticipated.
2. Secure and apply the full range of corporate financial, human capital, and technical resources
required to successfully perform similar requirements.
3. Implement a successful project management plan that includes: compliance with tight
program schedules; cost containment; meeting and tracking performance; hiring and retention
of key personnel and risk mitigation.
4. Provide services under a performance-based service acquisition contract.
Specific Questions:
1) Please describe similar past experience if the company has performed work of this nature
previously. If the company has not performed work of this nature previously, please describe how the
company’s unique qualifications will allow successful contract performance.
2) Can or has the company managed a team of subcontractors before? If so, provide details.
3) Does this requirement appear to be appropriate for a firm-fixed priced (FFP) acquisition? If not,
please provide an explanation as to why, the type of contract that is appropriate, and include an
explanation as to why the suggested contract type is more appropriate.
4) What insights can the company bring from prior factoring/refactoring projects and/or subject
matter expertise concerning the conversion of legacy software architectures to a serverless cloud
native configuration?
5) Discuss the company’s experience or familiarity with the Department of the Army’s (or other
Service’s) AMCOS (Personnel Costing), CPP (Cost Management Tools and resources), FORCES (Unit
Mission Costing), and OSMIS (Operations and Sustainment Costing) systems.
6) Describe the company’s experience or familiarity operating, maintaining, and securing systems
within the Department of the Army’s cloud environment: cArmy.
7) Describe the company’s experience and knowledge concerning the attainment of a system’s
Authority to Operate (ATO) via the performance of Risk Management Framework activities within the
Department of Defense.
8) Describe the company’s ability to hire, ability to retain, and the ability to provide surge support
of Subject Matter Experts (SMEs) and key program staff to complete all aspects of the Performance
Work Statement (PWS) concurrently.
9) Describe the company’s familiarity and experience with the Army Planning, Programming,
Budgeting, and Execution (PPBE) Processes, Army enterprise ERP systems: LMP/GFEBS/GCSS-A/AESIP,
as well as ADVANA and Vantage.

will not pay for any information received in response to this request, nor will the Government
compensate any respondent for any costs incurred in developing the information provided to the
Government. Not responding to this SSN does not preclude participation in any future request for
proposal (RFP), if one is issued. If a solicitation is released it will be synopsized on the Contract
Opportunities Section of the SAM.gov. website at https://sam.gov. It is the responsibility of the
potential offerors to monitor this site for additional information pertaining to this requirement.
