Investigation and Analysis Course Instruction Services:

INL Mexico requires a contractor to provide qualified instructors to deliver training for Mexican Federal and State criminal investigators and analysts

This Sources Sought Notice is issued solely for information and planning purposes only and is not a Request for Proposals or Quotes (RFP or RFQ) or an obligation on the part of the Government to acquire any services. Responses to this Notice are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, entities that respond to this Notice should not anticipate feedback with regard to submissions. The Government will not pay any cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the responding party’s expense. The information provided in this Notice posting is subject to change and is not binding on the Government.  The Department of State, Foreign Service Institute is seeking information regarding the attached Draft Statement of Work  (SOW).   Please carefully review the Draft SOW document and respond according to the directions stated below.

Notice Responses/capability statements should include the following:

  1. Contact information:

  2. Summary of credentials/professional experience relative to similar requirements including;
    1. Experience provide instruction services in Mexico
    2. Experience recruiting/employing instructors with similar qualifications to those required by the draft SOW
  3. Recommendations to improve or clarify the Draft SOW;
  4. What information can/should be added to the document? 
  5. What type of training environment do you recommend?
  6. Based on the information and recommendations that you provide, please state the estimated firm fixed price(s) for the following.  Any theoretical price quote(s) that are provided are understood to be both notional and nonbinding:
    1. Fully-burdened firm-fixed price quote for delivery of one(1) two week investigations course equaling 90 total hours per session for up to 35 participants
    2. Fully-burdened firm-fixed price quote for delivery of one two weeks analysis course equaling 80 hours per session (understanding that the USG intends to run two analysis courses concurrently)
    3. Fully-burdened firm-fixed price quote for all travel expenses associated with delivering the training, including instructor transportation and lodging at any location in Mexico.
  7. Any additional information that may benefit the Government to refine the Requirements Document.
  8. Recommendations to minimize the cost/price of this requirement.
  9. Recommendations on the appropriate NAICS code for this requirement.

Do not include the following in the response:

  1. Do not submit formal proposals or offers;
  2. Do not submit requests to be considered for award or to be notified of a future solicitation; as a courtesy to vendors who submit capability statements, responding vendors will be notified should the government elect to issue a formal RFP/RFQ at a later date.
  3. Do not submit requests to be added to a mailing or distribution list;
  4. Do not submit questions or comments not related to this Sources Sought;
  5. Do not respond via telephone.
