Septic Tank and Drain Field Replacements for Grand Teton National Park

The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. Entities must be registered in SAM.gov for the response to be considered.

Prime contractors interested in working at Grand Teton National Park the work will consist of:

Providing all labor, materials, tools and other equipment necessary to perform work to replace up to 3 individual septic tanks and associated drain fields at different locations within the park. Locations for septic and drain field replacements include String Lake, Moran Quarters 66 located near Willow Flats and Jackson Lake Dam, and the Colter Bay Gas Station and Convenience Store. New septic tanks are intended to be pre-cast concrete tanks with plastic leach field chambers. Installations shall include all plumbing, piping and connections of new septic systems to existing systems along with disposal of existing septic tanks. New septic tanks are desired to commercially available products. Disposal of existing septic tanks shall be done by means acceptable by the Wyoming Department of Environmental Quality or other approved means. Existing tank sizes and materials are unknown.

New septic tanks shall be estimated at 5,000 gallons for both the String Lake system and Colter Bay Gas Station and the new tank for the Moran Quarters 66 shall be estimated at 1,000 gallons. All septic tanks shall be pre-cast concrete and shall include a baffle. Installation shall include connecting new septic tanks to existing waste water systems with all required connections meeting minimal requirements of Wyoming Department of Environmental Quality. Installations shall include connecting septic tanks to existing sewer systems with sanitary T’s at tank connections and shall have a distribution box associated with tank outlets for connection to each drain field. Drain fields for each tank shall be estimated to be as follows: 3 legs of plastic infiltrators at 45′ long, spaced 9′ apart between each leg for the String Lake system, one leg of plastic infiltrators at 20′ in length for the Moran Quarters 66 system, and 3 legs of plastic infiltrators at 45′ long spaced 9′ apart between each leg for the Colter Bay Gas Station system. All dimensions are design dimensions as of this post and are approximate.

It is currently anticipated that work would begin in September/October 2024. The magnitude of construction is between $100,000 – $250,000. Interested contractors should also consider their construction bonding capacities when responding. The anticipated NAICS code for this project is 238910, Site Preparation Contractors, with a small business size standard of $19M.

This is not an invitation for bid (IFB), a request for quote, or a request for proposal (RFP) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. All specifications documents/drawings will be provided if/when the government proceeds with a formal solicitation.
