The US Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity (HECSA) is seeking information from industry to determine the capabilities of industry and determine interested sources for a new requirement. This is a Sources Sought Notice for Market Research purposes only. This is not a request for proposals. The Government will not reimburse for any costs incurred to submit a response to this Sources Sought Notice. The Government reserves the right to reject in whole, or in part, any private sector input as a result of this market survey. The Government is not obligated to inform respondents of the results of this survey.

It is anticipated that a contract will be award using FAR Part 13 – Simplified Acquisition Procedures (and will use FAR Part 12 – Acquisition of Commercial Items). Interested sources should respond to the attached questionnaire and submit a Statement of Qualifications to help facilitate the Government’s market research. The Government will analyze all of the responses and determine if this requirement is suitable to do a total or partial set-aside for small businesses.

If the pool of small businesses is insufficient, the Government may elect to solicit this requirement using full and open competitive procedures. The Government does not intend to rank submissions.

Description of the Requirement: USACE is seeking for a non-personnel services contract to provide the Hydrologic Engineering Center (HEC) with documentation describing meteorologic and streamflow ensemble datasets that are typically provided for flow forecasting applications.  The Government shall not exercise any supervision or control over the contract service providers performing the services herein.  Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

The contractor is to investigate and document different ensemble meteorologic and streamflow datasets, as described in the PWS. The summarized information from this contract will allow staff to better understand available datasets for flood forecasting applications and design tools that seamlessly gather and utilize these ensemble datasets. These tools will be used by USACE water management staff. The contractor shall perform the following tasks as stated in the PWS.

Task 1: Meetings

Task 2: Document the Hydrologic Ensemble Forecasting System (HEFS) Dataset Developed by the National Weather Service

Task 3: Document Deterministic Meteorologic Forecast Datasets.

Task 4: Document Ensemble Meteorologic Forecast Datasets.

Task 5 Make a Recommendation for Application of Forecast Datasets, both Ensemble and Deterministic, to Hydrologic Modeling.

USACE is looking to learn from interested sources about standard terms and conditions in the market and learn price structures (i.e., price per license or per location, does price change with location, etc.) to provide the required services.

Submission requirements: Please submit a capabilities statement in addition to responding to the attached Questionnaire. Submissions should not exceed 25 pages with 12-point font, single spaced, using 1-inch margins. The Questionnaire, table of contents and cover pages are not included in the page count. Responses should be submitted in PDF format. Responses should describe the interested party’s capabilities to complete the required services detailed below. No Performance Work Statement/Statement of Work is available at the current time. Oral communications will not be considered.
