The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses only) that have the knowledge, skills and capability to perform the work concerning the potential project described below. The Government requests responses from POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH COMPANY BONDING CAPABILITY (SINGLE JOB) OF AT LEAST $10M. The Government will use the responses to this sources sought announcement to make appropriate acquisition decisions for this project.

This project is anticipated to be executed using a one-step design-build (DB) project delivery method, which will require the contractor to provide the government with a complete facility and warranty based on the Request for Proposal (RFP). Estimate of the magnitude of this project is between $5M and $10M and estimated construction duration is 18 months.
Anticipated solicitation release date is February 2021.
Construct a 940 SM consolidated recreational facility to include a reception hall, equipment rental and check-out area, a small office, restrooms, laundry, and shower facilities, a catering kitchen (refrigerator, freezer, ice maker, sink only), equipment storage areas, and a mechanical room. Construction will be a raised frame facility on backfilled concrete foundations with a sloped standing seamed metal roof. Construction of an equipment storage facility (270 SM) is also included. Project includes all HVAC, electrical, communications, plumbing, site preparations, sidewalks, pavements, demolition and Hazardous Material mitigation, lake bank stabilization, a new dock, outdoor equipment storage areas, screen fencing retaining walls, landscaping, and ADA requirements; ramps and railings. Sustainable principles, to include Life Cycle cost effective practices, will be integrated into the design, development, and construction of the project in accordance with Executive Order 13423, 10 USC 2802 (c), and other applicable laws and Executive Orders.
All interested, capable, qualified (under NAICS code 236220) and responsive Small Business contractors are encouraged to reply to this market survey request. Interested Small Business PRIME CONTRACTORS ONLY should submit a narrative demonstrating their experience in construction projects of similar nature as described above. Narratives shall be no longer than eight (8) pages. Email responses are required.
Please include the following information in your response/narrative:

– Business size(s) to include any official teaming arrangements as a partnership or joint venture
– Information on your bonding capability, Aggregate and per Project bonding
– Narrative description of no more than three (3) similar projects completed within the last five (5) years to include the following:
– State whether you were the Prime or Subcontractor
– Start and end dates of construction work
– Project references (including owner with phone number and email address)
– Project cost, term and complexity of job
– Description of project as it relates to the anticipated construction project
Responses will be shared with the Government and the project management team, but otherwise will be held in strict confidence.
