This is a Sources Sought Notice and is for market research purposes only.  THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID.  NO SOLICITATION IS CURRENTLY AVAILABLE.

The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify if manufacturers have the equipment, knowledge, skills and capability to provide a complete and integrated electronic security system (ESS) that meet requirements of UFC 4-021-02.  The Government will use the responses to this sources sought announcement to make appropriate acquisition decisions for this project.

Responses are to be sent via email to Melissa.r.harlon@usace.army.mil  and courtesy copy Ann.T.Young@usace.army.mil no later than 2:00 p.m. CST, 28 September 2020.  Please include the Sources Sought Notice Identification Number in the subject line of the email submission.


The anticipated action will be for the complete integration of an ESS as part of a construction project for the Air National Guard located at the Truax Field in Madison, WI.  The ESS must be compatible with the Installation’s central monitoring system and monitored within the secure/protected area and at the Installation’s central monitoring station.  The Installation’s central monitoring system is currently manufactured by Advantor, model number Advantor Suite Network (ASN) 6.0.  The software-based integration requires a networked ESS in which all subsystems are connected to a common IP network.  The ESS will consist of the following subsystems and features:

  1. Intrusion Detection System (IDS)
  2. Access Control Systems (ACS)
  3. Closed-circuit Television System (CCTV)

*All hardware must be compatible with the current Advantor system.


All interested and capable manufacturers who are registered under NAICS code 334419 or similar and relevant to the description above are encouraged to reply to this market survey request.  Interested manufacturers shall submit a descriptive approach on how they would provide equipment for a complete integration of an ESS (containing IDS, ACS, & CCTV).  The approach shall include a discussion of the compatibility of all equipment with the current central monitoring system of record to include any software drivers.  Email responses are required.

Please include the following information in your response/narrative:

– Company name, address, and point of contact, with (h)er/is phone number and email address;

– CAGE Code and DUNS number;
– Business size to include any official teaming arrangements as a partnership or joint venture;

– Description of the ESS integration to include compatible software drivers for allowing subsystems to talk to each other and with the current central monitoring system manufactured by Advantor.

Responses will be shared with the Government and the project management team, but otherwise will be held in strict confidence.
