The Nevada National Guard is seeking contractors to fulfill a commercial requirement to provide meals to Soldiers and Airmen at various training locations within Nevada. Requirement can be fulfilled by third party, caterer, or restaurant.  Meals will need to be delivered to locations specified within a given 30 minute window or available for pickup by NVNG within 15 road miles of specified location.  There will be no available onsite kitchen or area for meal prep.  Food shall be prepared in a commercial kitchen in compliance with State and local health regulations.  

All Contractor furnished items for the requirement will need to be disposable.  (Cutlery, plates, serving containers, utensils, ect.)

Minimum caloric values for breakfast, lunch and dinner meals will range between 850 to 1250 calories and shall consist of a healthy mix of macro-nutrients and food groups outlined at

Alternative options will be needed in quantities as specified by NVNG for soldiers with special dietary needs.  To Include, but not limited to: Gluten-free, Vegan, Vegetarian, and Pescatarian.  

Various locations for subject requirement: Reno (Plumb Lane Armory), Reno (National Guard Airbase), Stead (Washoe County Armory), Carson City (Office of the Adjutant General), Fallon, Elko (Annual Training Season), Hawthorne, Nevada, South Las Vegas (Las Vegas Readiness Center), North Las Vegas (Clark County Armory), North Las Vegas (North Las Vegas Readiness Center), Las Vegas (Nellis Air Base), Henderson, Nevada, And Other Locations as Identified: Carlin, Herlong

Quantities of meals required will vary.  Typical Range: 50 meals to 400 meals. On occasion 1100 to 1200 meals at Reno and Las Vegas Air Bases.


Offerors must have a current registration in the System for Award Management (SAM) at as of the date of award determination to be eligible for award. Offeror must maintain a current registration in SAM for the entire duration of the BPA in order to eligible for Calls and to facilitate disbursement of payments. Offeror shall ensure all representations and certifications are current in SAM as a condition of award.

The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 722513 – Limited Service Restaurants, with a size standard of $12,000,000. PSC: 8940 – Special Dietary Foods And Food Specialty Preparations.


The intent once the solicitation is posted is to award at least four (4) Blanket Purchase Agreements (BPAs) for an estimated ordering period of five (5) years. BPA calls will be awarded resulting from follow-on solicitation procedures with only the BPA holders. In accordance with FAR Subpart 19.502-2 Total Small Business Set-Aside Procedures, any awards under follow-on solicitations will be made on a competitive basis first to small business concerns in accordance with FAR 19.502-2. If there are no acceptable offers from small business concerns for a specific location, the set-aside shall be withdrawn and the requirement, if still valid, will be made on the basis of full and open competition considering all offers submitted by responsible business concerns for the location.
