General Intention: The intention of this sources sought is to obtain Facilities and Utilities Support Services for all Real Property at U. S. Army Military Ocean Terminal Concord (MOTCO) and property occupied by the tenant (Army Reserve Center).

The 834th Transportation Battalion is the principle owner and port operator at MOTCO, conducting military general cargo and ammunition vessel loads and discharges. MOTCO has three piers (Pier 2, Pier 3, and Pier 4), one of which (Pier 3) has two gantry cranes for container ship operations which is not part of this PWS. MOTCO also has a barge pier. MOTCO has a very extensive intra-terminal rail track system. MOTCO consists of an Inland area which is 115 acres, and a Tidal area which is approximately 7,630 acres.

The Army Reserve Center

Performance Work Statement (PWS).The contractor shall provide all personnel, management, supervision, general and specialized equipment, tools, supplies, materials, transportation, and any other items and services necessary to perform the functions of this PWS except those which are made available by the Government and specified in this document. The Contractor shall perform to the standards in this contract. The functional areas covered under the contract are: Maintenance Management Services, Electrical Plants and Distribution Systems, Water Distribution Systems, Wastewater Systems, Fire Protection Systems, Buildings and Structures, Pest Management, Roads and paved surfaces, Pier Maintenance, Security System (access and monitoring and etc.) and various miscellaneous maintenance requirements.
 
Any New Facilities will be added to all maintenance requirements after Beneficial Occupancy, such as fire alarm system, fire suppression system, pest management control, HVAC, Lightings, solar system (if applicable) and others.

PWS for Army Reserve Center (ARC). The scope of work specified in (i), is also applicable to ARC’s area, except Pier Maintenance. Contractor shall provide maintenance to system specifically for ARC, such as solar system, recycling water, grease trap, and etc.
