A. Objective:

To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation.

B. The Army Research Laboratory [ARL] requires thirty-nine (39) quantum grade diamond samples for quantum sensing and timing. These samples shall achieve long dephasing times, uniformity, and varied nitrogen vacancy center densities.

The minimum specifications required by the Government for the quantum grade diamond samples are the following:

  • Four (4) Samples meeting the  following conditions
    1. 16 parts per million [ppm] starting Nitrogen [N]
    2. > 99.99% 12C [Carbon-12]
    3. Typical dimensions 3 × 3 × 0.5 millimeter [mm]
    4. Laser cut edges, polished top and bottom
    5. Varied nitrogen vacancy [NV] concentration 1x, 2x 3x, 4x
    6. Two (2) orders of magnitude in the spin coherence time [T2*] typically > 1 millisecond [μs]
       
  • Four (4) Samples meeting the  following conditions
    1. 16 ppm starting [N]
    2. > 99.99% 12C [Carbon-12]
    3. Typical dimensions 3 × 3 × 0.1 mm
    4. Laser cut edges, polished top and bottom
    5. Approximately 3.8 ppm [NV]
    6. T2*> 1 [μs]
       
  • Four (4) Samples meeting the  following conditions
    1. 16 ppm starting [N]
    2. > 99.99% 12C [Carbon-12]
    3. Typical dimensions 3 × 3 × 0.9 mm
    4. Laser cut edges, polished top and bottom
    5. Approximately 3.8 ppm [NV]
       
  • Four (4) Samples meeting the  following conditions
    1. Approximately 0.8 ppm starting [N]
    2. 1.1% 13C [Carbon-13]
    3. Dimensions 3 × 3 × 0.5 mm
    4. Laser cut edges, polished top and bottom
    5. Varied NV concentration 1x, 2x 3x, 4x
       
  • Four (4) Samples meeting the  following conditions
    1. Approximately 0.8 ppm starting [N]
    2. 1.1% 13C [Carbon-13]
    3. Dimensions 3 × 3 × 2 mm
    4. Laser cut edges, polished top and bottom
    5. Approximate NV concentration 200 ppb
    6. T2* > 0.8 [μs]
       
  • Four (4) Samples meeting the  following conditions
    1. Approximately 0.8 ppm starting [N]
    2. > 99.99% 12C [Carbon-12]
    3. Typical dimensions 3 × 3 × 0.5 mm
    4. Laser cut edges, polished top and bottom
    5. T2* > 0.8 [μs]
       
  • Three (3) Samples meeting the  following conditions
  1. Approximately 0.8 ppm starting [N]
  2. 99.99% 12C [Carbon-12]
  3. Typical dimensions 3 × 3 × 1 mm
  4. Laser cut edges, polished top and bottom
  5. Approximate NV concentration 200 parts-per billion [ppb]
     
  • Four (4) Samples meeting the  following conditions
  1. Substrate details:
    1. Electronic grade < 0.5 ppb starting [N]
  2. Layer details:
    1. Approximately 16 ppm starting [N]
    2. 99.99% 12C [Carbon-12]
    3. NV layer thickness 10 micrometer [μm]
    4. Typical dimensions 3 × 3 × 0.5 mm
    5. Laser cut edges, polished bottom, as grown top
    6. Varied NV concentration 1x, 2x 3x, 4x
    7. T2*> 1 [μs]
       
  • Four (4) Samples meeting the  following conditions
  1. Substrate details:
    1. Electronic grade < 50 ppb starting [N]
  2. Layer details:
    1. Approximately 16 ppm starting [N]
    2. 99.99% 12C [Carbon-12]
    3. Approximate NV layer thickness 20 μm
    4. Typical dimensions 3 × 3 × 0.5 mm
    5. Laser cut edges, polished top and bottom
    6. Approximately 3.8 ppm [NV]
    7. T2*> 1 [μs]
       
  • Four (4) Samples meeting the  following conditions
    1. Substrate details:
      1. Electronic grade < 50 ppb starting [N]
    2. Layer details:
      1. Approximately 16 ppm starting [N]
      2. > 99.99% 12C [Carbon-12]
      3. Approximate NV layer thickness 40 μm
      4. Typical dimensions 3 × 3 × 0.5 mm
      5. T2*> 1 [μs]
         
  • Manuals:  Necessary documentation and manuals describing operation (including acceptance reports).

C. Responses:

 

All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date.  Responses shall include:

  1. To what extent each of the specifications can be met.
     
  2.  Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 500 Employee standard that accompanies NAICS code 333514.   3. Past experience/ performance through the description of completed projects.
