Oct 7, 2020 | Sources Sought

The Naval Air Systems Command (NAVAIR) intends to procure spare components, test equipment, and maintenance and technical support for various avionics components and auxiliary power unit (APU) system components currently utilized on the VH-92A® Presidential Helicopter.  The VH-92A® aircraft configuration includes multiple components manufactured by Honeywell International, Inc.  Historically, Honeywell components and support have been contracted as Contractor Furnished Equipment (CFE) under a contract with the aircraft manufacturer, Sikorsky Aircraft Corporation, a Lockheed Martin Company.  For improved affordability, the VH-92A® Program is seeking to contract directly with Honeywell; however, the Government will consider responses for the purpose of determining whether to conduct a competitive procurement.  Tasking will consist of non-recurring engineering, reliability/sustainability improvements, test, repair and modification support, logistics support, training, obsolescence management, spare and repair parts, support equipment, and procurement of Federal Aviation Administration (FAA) certified and approved Honeywell components on the VH-92A® aircraft, including, but not limited to APUs and associated components, generators and associated components, Honeywell supported accessory power systems, Embedded GPS/INS (EGI), VH-92A® Honeywell avionics components, Honeywell Test Bench and associated test equipment, product support licenses, and associated control hardware.

THIS SOURCES SOUGHT IS NOT A FORMAL REQUEST FOR COMPETITIVE PROPOSALS.  However, responsible sources, may submit a capability statement which will be considered by the Government.  Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the VH-92A® Program and must include personnel and resources specifically qualified to provide the supplies and services described.  The capability statement must include the approach to accomplish this effort for the VH-92A® Program.  The Government does not intend to award a contract as a result of this notice or in response to any capability statements received.  The Government will not reimburse any costs incurred to prepare responses to this notice.  A determination by the Government not to compete the proposed efforts based upon the responses to this notice is solely at the discretion of the Government.  No telephone inquiries will be entertained.  Responses shall be made in writing and submitted via email to the attention of Kelly Chism or Chris Rawlings using the contact information provided in this Sources Sought.
