This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method,

including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice.

This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only.

The information requested will assist the Government in determining the appropriate acquisition method including small business socioeconomic set aside possibilities and to determine the availability of qualified Small Business companies technically capable of meeting the Government's potential requirement. All Small Business companies with the capability and availability to perform the requirement under the applicable NAICS code is invited to submit a response to this notice.

Background:

The Molecular Imaging Branch current liquid scintillation counter (Tricarb-3100TR), which is in building 49 (Rm B1A59) in our in vitro binding assay lab, is over 16 years old. This instrument is no longer supported by the manufacturer. A new replacement system is needed which allows performance at a higher throughput study. The old system has been used efficiently with protocols that were optimized to allow efficient procedures, but an improvement in a higher throughput studies with shorter time between start and obtaining useful results is needed.

The requested Beta Microplate Reader instrument will be used to shorten the assay time and increase the throughput studies. Furthermore, although the MicroBeta system is a completely different technology and assay system, it will still allow us to use our existing protocols for comparative purposes and to allow secure switching to the new instrument. These studies include, but are not limited to, the investigations of selecting promising compounds that we synthesize and are targeting in human cyclooxygenase 1 and 2 (COX-1 & 2). The efficient assays for these two targets would be important to support our proposed protocols in finding compounds to radiolabel with 11C- and 18F- and perform positron emission imaging (PET) studies. Thus, the goal of our work is the successful research and development of brain receptor imaging. 

Purchase Description: Beta Microplate Reader

Salient characteristics: There are numerous characteristics that are useful about the Beta Microplate Reader system, but most importantly are the following:

    • Has dual-PMT coincidence counting for top and bottom reading (2 PMT's per detector) which is essential in eliminating sample to sample assay variability.
    • The feasibility of a 16-shelf load capacity (that can hold 16 plated or a 5 of the 4 mL vial cassettes. This allows the high throughput and with the 4 mL vials allows the merging of our old protocols with the new ones.
    • Can count 4mL vials with special cassette adapter or Eppendorf tubes with special cassette and adapter allows large research flexibility in our assay.
    • Has an internal computer running Win10 OS which allows ease in data processing and management of several projects at the same time.

The response is limited to ten (10) page limit. The 10-page limit does not include the cover page, executive summary, or references, if requested.

The information submitted must be in an outline format that addresses each of the elements of the product requirement. A cover page and an executive summary may be included but is not required. The response must include the respondents' technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and email addresses.
