This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Responses to this sources sought notice must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential businesses interested and capable of providing the services described below.

The Veteran s Integrated Service Network 22 seeks a contractor to furnish all labor, materials, supplies, tools, and certifications/licenses to provide preventive maintenance of HVAC, AHU, Exhaust fans, Chillers cooling towers, and The Automated system (DDC controls) Variable Speed Drive for base year plus 3 option years.

Preventive maintenance Schedule:
Air Handlers: Contractor will provide monthly preventive maintenance with 16 air handlers inspected each month to ensure that each air handler preventive maintenance is completed once per quarter. Maintenance will be completed as per the checklist in section 2 of this document.
Variable Speed Drives: Contractor will provide monthly visits with 8 variable speed drives inspected each month to ensure that each variable speed drive is preventive maintenance once a year.
Exhaust Fans: Contractor will provide monthly visits to ensure that each exhaust fan preventive maintenance is perform once per quarter. Maintenance will be completed as per the checklist in Section 2 of this document. Up to One (1) belt replacement per fan per year is included.
DDC Controls: Contractor will provide one (1) 8hour weekly visit for the preventive maintenance of the (Schneider Electric) Andover control system.
Chillers: Contractor will provide three (3) quarterly preventive maintenance per year and one (1) annual preventive maintenance each year.
Contractor and its Employees will check in & out with graphic controls operators for each inspection.

Preventive maintenance Inspections:
Contractor will visit facility on a routine schedule to perform preventive maintenance tasks on the HVAC system Preventive Maintenance Actions:
During scheduled inspection visits, Contractor will provide pro-active hands-on maintenance services designed to improve equipment operations, increase efficiency, minimize breakdowns to prolong equipment life.

Prospective contractors must have the following certifications:
Offeror must be certified and possess a current certification by CSLB California State License and any other national recognized accrediting entity License Such as C-38, C-20, C-10.
Offeror must possess a 30hour Occupational Safety and Health Administration (OSHA) safety card. (Must be a vendor in our system and System for Award Management (SAM)
Contractor Must be a Schneider Electric (Andover) authorized representative (Only factory trained and Certified companies have access to the Schneider Electric Buildings control systems).

Services perform shall conform to industry standards and Lockout tagout procedure-are to done according to (OSHA Standard29 CFR 1910.147).

The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought announcement. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if there are insufficient Service Disabled Veteran Owned Small Business responses, an alternate set-aside or full and open competition may be determined.
