SOURCES SOUGHT SYNOPSIS

THIS REQUEST FOR INFORMATION (RFI) IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201 (e).

The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, veteran owned small business (VOSB), service disabled veteran owned small business (SDVOSB), or large business) relative to NAICS 621511, $32.5 size standard.  Note that if VA s pending market research establishes that two or more VOSB or SDVOSB, who are certified in VA s Vendor Information Pages (VIP) site https://www.vip.vetbiz.gov/ eligible and capable, VA will set aside the underlying solicitation per 38 U.S.C. §8127. 

Information received will normally be considered solely for the purpose of making appropriate acquisition decisions to fulfill this requirement. This notice will assist the VA in determining sources only and a solicitation is not currently available. This notice is neither a formal solicitation nor a request for competitive proposals. A determination by the Government to compete this action based on this notice is solely within the discretion of the Government. After review of all responses to this source sought synopsis, a solicitation announcement may be published on beta.SAM.gov and/or GSA eBuy! .

1. GENERAL REQUIREMENTS:

The Department of Veterans Affairs (VA), Network Contracting Office 22, located at 4811 Airport Plaza Drive, Long Beach CA 90815 has a requirement to establish a procurement for Medical Laboratory testing and analysis services. The requirement is for VA San Diego Healthcare System (hereafter referenced as VASDHCS), Pathology and Laboratory Medicine Services (hereafter referenced as PALMS), located at 3350 La Jolla Village Drive, San Diego CA 92161.

2. The vendor will be responsible for the following:

The Contractor shall comply with the National Standards to Protect the Privacy of Personal Health Information in accordance with Health Insurance Portability and Accountability Act of 1996 (HIPAA).
The Contractor shall pick up prepared specimens at VASDHCS PALMS Department.
The Contractor shall provide shipping and transportation instructions to maintain specimen integrity.
The Contractor shall process specimens in a manner that safeguards specimen integrity.
The Contractor shall report unsatisfactory specimens with documentation supporting unsuitability for testing.
The Contractor shall store the specimen s minimum seven days after the test is reported in case subsequent action is required (i.e., problem solving and/or repeat testing).
A report defined as a printed final copy of laboratory testing results shall be transmitted to the ordering laboratory by secure fax.
Upon request, the Contractor shall furnish a monthly exception report for performance monitoring.

4. Hours of Operation:

Normal tour-of-duty hours at VASDHCS is 7:30 am to 5:00 pm, Monday through Friday, excluding Federal holidays. However, the service is operating 24/7 and as such there may be instances in which the vendor s workday may be outside of this period. The vendor is required to coordinate these times with the designated Program Manager.
In accordance with 5 U.S.C. 6103, Executive Order 11582 and Public Law 94-97 the following national holidays are observed and for the purpose of this contract are defined as Legal Federal official holidays :

When a holiday falls on a Sunday, the following Monday will be observed as a National Holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National Holiday by U.S. Government Agencies.
