This is a Sources Sought Notice announcement only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Responses to this notice are not considered request for a solicitation and will not be honored. The Department of Veterans Affairs, VHA Network 08 Contracting Office, VA Caribbean Healthcare System has a requirement for Optometry Equipment with delivery to San Juan, PR 00921-3201. The period of performance is for a one-time order and it is anticipated that the proposed award will result in a Firm-Fixed Price Contract to one vendor.
The purpose of this synopsis is to gain knowledge of capabilities, interest, and potential qualified sources of various members of the Small Business Community to include Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), Women-Owned Small Business (WOSB), Historically Underutilized Business Zone (HUB-Zone) and Section 8(a), as well as the capabilities, interest, and potential qualified sources of Large Business Community under The North American Classification System (NAICS) code 339115 Ophthalmic Goods Manufacturing with Size Standard of 1,000 Employees for this requirement, to form a reasonable expectation that two or more business concerns will submit offers and that the award can be made at a fair and reasonable price that offers best value to the United States.

All interested parties shall provide the following information: company size, company name, address, point of contact, phone number, email address, socio-economic status, capability statement to perform the services, and a statement describing whether there is a reasonable expectation an offer/quote will be submitted at a fair and reasonable price that offers best value to the United States Government.
No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government. The Government will in no way be bound to the responses to this notice.

Responses must be submitted no later than 8 Friday 2020 at 12:00 NOON Eastern Standard Time. This notice is intended to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought notice is not a request to be added to a prospective offerors list or to receive a copy of the solicitation.
