The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), San Juan; Puerto Rico is conducting market research to identify potential sources with the qualification and/or require certification to perform analysis of water samples and laboratory water analysis to determine natural organic matter community through several locations of the water distribution network system in the facility. The collecting of samples shall be in accordance with accepted procedures, properly recording with detail information record of chain of custody form, preserving the samples for transport, arranging for transportation of the samples to laboratory for analysis, performing analytical laboratory services, and providing accurate analytical results. Interested sources shall provide information demonstrating their Laboratory Certification Requirements to process the water samples. Laboratories shall meet the environmental microbiology accreditation by a nationally recognized body (e.g. EMLAP, NELAP).This is sources sought notice only; it is not a request for quotations. The purpose of this Source Sought notice is to identify Service Disable Veteran-Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB) and Small Business interested in this procurement, the level of experience, qualifications, and whether it might be suitable for a specific small business socioeconomic group set-aside. This is a one-time requirement contract for sampling and analysis services for Natural Organic Matter (NOM) environmental water program in accordance with station requirements. Expressions of interest shall be submitted to Mr. Israel Rodriguez, via email at: Israel.rodriguez-perez@va.gov , on or before August 11, 2020, close of business, 3:30 pm local time the following information:

a. Company profile and capability statement comparable to the marketing package your company uses in their ordinary course of business. Please ensure the following information is included: point of contact information, DUNS Number, company business size and socioeconomic category such as: Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran- Owned Small Business (VOSB), Women-Owned Small Business, HUBZone Small Business, Small Business.

b. Provide evidence of Laboratory Certification by a nationally recognized body as outline above.

c. Information of personnel record keeping insuring qualification technician is UpToDate.
