COMBINED SYNOPSIS/SOLICIATION 36C24621Q0797-1
(I)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this action. Quotes are being requested for Prove 8 ophthalmic Microscope equipment for the Richmond VAMC. A written solicitation will not be issued.
(II)This solicitation is issued as a Request for Quote (RFQ). Submit written quotes on RFQ 36C24621Q0797-1
(III)The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-06.
(IV) Any amendments issued to this combined/synopsis will ONLY be available on the FBO website (www.fbo.gov).
(V) The Network Contracting Office 6-RPO East intends to award a firm-fixed price contract for the VAMC RICHMOND VA.
(VI) The North American Industrial Classification System (NAICS) code for this procurement is 325412 with a small business size standard of 1250 employees. This procurement is a set-aside for SDVOSB may submit quotes. All offerors must be registered in System for Award Management (SAM) at http://www.sam.gov to be considered for an award of a federal contract. The record must be complete and not missing elements such as representations and certifications. All SDVOSB s; must be listed and registered in Vetbiz.gov to be considered for award.
(VII) Questions concerning this solicitation shall be addressed to Audrey Wooten Contracting Officer and emailed to Audrey.Wooten@va.gov. All questions or inquires must be submitted no later than 10 am Eastern Standard time on 06/15/2021. No phone call will be accepted.
(VIII) The Government will award a contract resulting from this RFQ to the responsible offeror whose quote MEETS OR EXCEEDS ALL ITEMS LISTED IN PRICE SHCEDULE and technically acceptable. Quotes are due by 10am. Eastern Standard time on 06/17/2021 Quotes received after this date and time will be considered late in accordance with 52.212-1(f) and will not be evaluated. Quotes shall be submitted via email to Audrey.wooten@va.gov
(IX) This combined solicitation/synopsis is for the purchase of the following commercial items:
ITEM INFORMATION
The Richmond VA Medical Center, located at 1201 Broad Rock Blvd, Richmond, VA 23249 is seeking a potential qualified contractor than can provide the following items stated in the PRICE SCHEDULE (no gray market items accepted):
Salient Characteristics

Background
The Richmond VA is in need a reporting system for GE Ultrasound studies performed by the Anesthesia and Vascular departments.

General Specifications
The reporting system at a minimum must include
Echocardiography reporting for transthoracic echocardiography, transesophageal echocardiography, and stress echocardiography testing
Vascular reporting for extracranial arteries, visceral arteries, upper and lower extremity arteries, aortic-iliac duplex, abdominal venous, and peripheral arterial testing
Ability for the end user to create new examination types and configure new forms using sections from existing forms
A single database for all examination types but with the option to limit a user s access to exams based on department/location
Site specific report layouts for the header and footer based on the department/location
Ability to create customized queries on database fields for analytic reports and ability to export those results in an Excel CSV format
10 concurrent users to be logged in at the same time with the ability to create, review, and/or edit exams
The necessary licenses must be based on the number of users logged in at the same time and not tied to the workstation itself. The system must be able to be loaded onto an unlimited number of workstations, even though only 10 workstations can be used at once.
DICOM interface for sending image and measurement data
DICOM modality worklist
HL7 interface with the Hospital EHR, CPRS, to allow export of fields such as patient demographics, referring doctor, and exam text results or discrete elements of data
Order management to manage orders originating in CPRS by accepting orders and populating a worklist on the ultrasound modalities
Ability to send results from the reporting system to CPRS via HL7 with accession details via a PDF report
Ability to interface with the existing PACS system (Philips IntelliSpace Cardiovascular) for long-term image archiving and query/retrieve
Standalone test environment

Product Specifications

Necessary servers must be able to be supported on a VA provided virtual environment

Project Requirements
This purchase shall include
All project management, installation, testing, and configuration activities to provide a fully functioning test and production system
On-Site clinical applications training for at least 8 hours
At least a one year warranty
