This is not a solicitation announcement. The purpose of this Sources Sought notice is for market research to gain knowledge of potential vendors qualified under NAICS code search for 311511 includes Fluid Dairy manufacturing PSC 8910 Description Dairy food and eggs with a Business size standard of 1000 employees for the Washington DC VAMC.

Responses to this Sources Sought notice will be utilized by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought notice, a solicitation announcement may or may not be published in FedBizOpps (FBO).

Scope of Work:

A. General: The scope of this requirement involves providing milk and dairy products, which conform to the specifications outlined and referenced herein to the VA’s Nutrition & Food Service. The service is located Veterans Affairs Medical Center.

B. Quantities: The quantities listed in the attached Pricing List represent the estimated quantities that will be ordered over the base period. The actual quantity ordered may vary from this estimate but shall not exceed the total estimated quantity for the base without the prior written approval of the Contracting Officer.

C. Period of Performance: The period of performance for the provision of milk and dairy products shall be a base period from October 1st, 2021 through September 30th, 2022.

B. Special Requirements:

Contractors refrigeration delivery truck:
Temperature shall be between 35 degrees to 40 degrees to obtain the Maximum life of the dairy products. The successful processors Delivery truck must have a temperature log when transporting Refrigerated products. If the temperature log is not computerized and automatically recording temperatures during the route, the Driver must record at the beginning of the route, at least two (2) Additional stops during the route and at the last stop of the route. The contracting officer or Washington DC representative may request for a Copy of the specific delivery routes temperature log if an issue Occurs.
The delivery trucks must be clean, sanitary and free from dirt and Debris.
The VA medical Center may refuse a delivery if the truck is not clean and sanitary. The dairy products delivered shall be fresh at the Time of delivery and shall be inspected and accepted by the Government staff and notation of any damaged items. Contractor
Shall replace all damaged items at no additional cost to the Government. Deliveries shall be made upon requested weekly by the authorized individuals, and invoiced weekly.

All Capability Statements/Responses to this Sources Sought notice shall be submitted via email only to Telephone, Fax, or any other form of communication inquiries will not be reviewed or accepted in response to this Sources Sought notice. Responses to this Sources Sought notice must be received no later than 9/14/21 at 1:00 p.m. (Eastern Standard Time). This Sources Sought notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued, it may or may not be announced at a later date, and all interested parties shall respond to that solicitation announcement separately from the responses to this Sources Sought notice.

All information received in response to this RFI that is marked a proprietary will be handled accordingly in accordance with (IAW) Federal Acquisition Regulation (FAR) 15.201(e), RFIs may be used when the Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract.
