(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.

(b) Although “proposal,” “offeror,” contractor, and “offeror” may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.

(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as “proprietary” or “confidential,” intended to restrict distribution will not be distributed outside of the Government, except as required by law.

(d) This Sources Sought is issued by VISN 2 Contracting Office in Canandaigua, NY for the purpose of collecting information about Medical Bed Equipment Rental at the VA New Jersey Health Care System, East Orange Campus, 385 Tremont Avenue East Orange, NJ 07018 and Lyons Campus, 151 Knollcroft Road, Lyons, NJ 07939. The NAICS code identified for this requirement is 532490 Other Commercial and Industrial Machinery and Equipment Rental and Leasing. The requirement is detailed in the Statement of Work section of this document.

(e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Lisa Harris at Lisa.Harris4@va.gov

– Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement.

– Contractors shall also identify any Federal Supply Schedules that may carry the desired services.
– Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP.

STATEMENT OF WORK
BED RENTAL- VA NEW JERSEY HEALTH CARE SYSTEM

SCOPE OF WORK: The contractor shall provide bed rental equipment to the VA New Jersey Health Care System (VANJHCS), East Orange Campus, 385 Tremont Avenue, East Orange, NJ 07018, and Lyons Campus, 151 Knollcroft Road, Lyons, NJ 07939.

PERFORMANCE PERIOD: The period of performance will be for one (1) year to include four (4) option years.

RENTAL EQUIPMENT SPECIFICATIONS: The contractor shall supply the bed rental and bed style as decided by the facility and the needs of the patient.

SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES: All bariatric and standard equipment must be inspected by Biomed personnel prior to placing in service. Equipment must meet FDA compliance and the Department of Veterans Affairs Safe Patient Handling requirement. All bed frames must have equivalent size mattresses. Mattress covers for low air loss mattresses will be replaced as needed. Contractor shall remove trash and all debris from installation and packing materials. Operator Manuals to be provided to users and Service maintenance to be provided as needed on rental equipment. Multiple surfaces to meet various patient needs (Pulse, Alternate, Immersion & Rotation). Vendor will deliver standard and Bariatric beds, Mattresses, Advanced Patient Care Products and accessories as requested in the styles and quantities needed.

MAINTENANCE: Vendor will provide manufacturer’s cleaning instructions and ensure all rental property is cleaned and decontaminated prior to bringing to VANJHCS and must be tagged with name of Vendor for ownership/identification purposes.

TRAINING/IN-SERVICE: Training to be made available for staff on all shifts.

HOURS OF WORK: Beds will be delivered on an as needed basis for patients per request of the Wound Care Team or Clinical Coordinators.

If a holiday falls on Sunday, the following Monday will be observed as the National Holiday. DELIVERY LOCATION: Throughout VANJHCS as directed by the Wound Care Team or Clinical Coordinators

SCHEDULE FOR RETURNS: Equipment to be returned will be picked-up in 24 hours unless mutual agreement to hold in the event of unusual circumstances.

IDENTIFICATION/PARKING: The contractor’s employee(s) shall wear visible identification at all times while on the premises of the VANJHCS. It is the responsibility of the contractor to park in the appropriate designated parking areas. Information on parking is available from the Police and Security Section.
