This is a Sources Sought Notice
(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.
(b) Although “proposal,” “offeror,” contractor, and “offeror” may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.
(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as “proprietary” or “confidential,” intended to restrict distribution will not be distributed outside of the Government, except as required by law.
(d) This Sources Sought is issued by VISN 2 Contracting Office in Lyons, NJ for the purpose of collecting information about Dock Leveler Repairs at the Lyons VA Medical Center, 151 Knollcroft Rd, Lyons, NJ 07939. The VA is seeking to provide for this requirement within 30 days of award, the period of award and performance is currently expected to be completed prior to September 30, 2020. The NAICS code identified for this requirement is 811310 Commercial and Industrial Machinery and Equipment. The requirement is detailed in the Statement of Work section of this document.
(e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Megan Ross at Megan.Ross3@va.gov.
Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business(VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement.
– Contractors shall also identify any Federal Supply Schedules that may carry the desired services.
– Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in Beta SAM and VIP.
– Contractors shall include any relevant comments about the Attachment(s) if applicable.

STATEMENT OF WORK
Title of Project: Repairs to the dock leveler for Building 13 warehouse at the Lyons VA Medical Center, 151 Knollcroft Road, Lyons, NJ 07939
2. Scope of Work: The contractor shall install a new power unit and limit switch to return the loading dock leveler back into service. Labor and Material necessary to accomplish the services as described in the statement of work (SOW),
SERVICES TO BE PROVIDED UNDER THIS SCOPE OF WORK.
Vendor will remove the existing power unit from the dock leveler, Building 13 Warehouse.
Vendor will remove old limit switch, Building 13 Warehouse.
Vendor will supply and install all materials to complete installation of new power unit for the dock leveler, Building 13 Warehouse.
Vendor will install new Limit Switch with SO Cable, Building 13 Warehouse.
Vendor will supply and install new Automatic Return to Dock, Building 13 Warehouse.
Vendor will rewire the power unit with the existing wiring, Building 13 Warehouse.
Vendor will rewire new limit switch as needed, Building 13 Warehouse.
Vendor will drain existing hydraulic fluid from the reservoir
Vendor will fill reservoir with new hydraulic fluid, Building 13 Warehouse
Vendor will Operate, Adjust, and Test the leveler, as well as the Automatic Return to Dock , Building 13 Warehouse.
Vendor will Operate, Adjust, and Test the new limit switch, Building 13 Warehouse
B: PERFORMANCE PERIOD
The contractor shall complete the work required under this SOW within 30 days of this award unless otherwise directed by the Contracting Officer (CO). Hours of work are to be between 7:00am and 4:30 pm on normal weekdays. Work on Federal Holidays is excluded from this contract.
C. GENERAL REQUIREMENTS
Upon completion, ensure that all debris is cleaned up and removed from VA premises by contractor.
D. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES
Contractor will follow all VA, OSHA, and EPA safety policies to include the current COVID-19 requirements. Masks without vents shall be worn at all times while on-site. On-site workers must pass a screening test at the door to include a temperature check and brief questionnaire. If the worker(s) cannot pass the screening, the contractor shall be prepared to replace them with another available staff member.
All repairs will be inspected by a VA contracting Officers Representative.
E. CHANGES TO STATEMENT OF WORK
Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer only.
F. CONTRACTOR EXPERIENCE REQUIREMENTS
All work shall be performed by professional craftsmen, experienced in the trade. All work shall be performed in accordance with applicable VA, EPA, and manufacturer s requirements. Finished product shall be defect free.
