This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Solicitation 36C10E20Q0278 is issued as a request for quote (RFQ).

The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2019-01, Dated 1/22/2019.

The solicitation is set aside 100% for Service-Disabled Veteran-Owned Small Business. The applicable NAICS Code for this solicitation is 561621 and the Small Business Size limitation is $22 Million. This solicitation is set-aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns in accordance with Public Law 109-461, Veterans First Program. Only offers from SDVOSB concerns that are registered and verified in the Center for Verification and Evaluation (CVE) Vendor Information Pages (VIP) website at https://www.vip.vetbiz.gov/ at the time date set for receipt of offers shall be considered for award. Offers from SDVOSB concerns that are not registered shall be rejected as non-responsive and shall not be considered for award.

This solicitation is issued with the intent of awarding a Firm-Fixed Price Contract. The contractor shall provide all materials, parts, supplies, labor, transportation, facilities and supervision to upgrade the current Security Surveillance Television (SSTV) and Intrusion Detection System (IDS) to include replacing all existing cameras, recorder, cabling, motion sensors and door contacts at the Reno, NV. VA-Regional Office.

Description of Requirement:

The contractor shall provide all materials, parts, supplies, labor, transportation, facilities and supervision to upgrade the existing SSTV and IDS, In Accordance With (IAW) the included Statement of Work (SOW).
Background: In accordance with VA Directive 0730 (12 December 2012) the Reno Veterans Administration Regional Office (VARO) is responsible for protecting the lives and property within VA s jurisdiction to which includes the safety and security of its employees and visitors as well as the security and access of the facility, equipment, supplies, and personal service records within the Reno VARO. The Reno VARO requires an upgrade to our current SSTV and IDS. The new SSTV and IDS must be compatible with Reno VARO existing Physical Access Control System Software House CCURE-9000.

Delivery Terms: FOB Destination
Delivery Address: Reno – VA Regional Office (354), 5460 Reno Corporate Drive, Reno, NV. 89511.
Required Delivery Date (RDD): Request best RDD without incurring an additional expediting fee.
Performance Period: The contractor shall complete the work required under this SOW within 60 calendar days or less from receipt of the order, unless otherwise directed by the Contracting Officer.

Type of Contract: The government contemplates award of a firm fixed-price contract for the work to be performed under this Statement of Work.

Holidays: The contractor will not be required to perform any work for the government on any of the following federal holidays:
New Year’s Day, Martin Luther King Jr’s Birthday, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans’ Day, Thanksgiving Day, and Christmas Day.

McNamara-O Hara Service Contract Act Wage Determination: This contract incorporates the wages and fringe benefits for Washoe County, wage determinations number 2015-5595, revision number 10.

Wage Determination Occupation Wage (Including Fringe Benefits)

2015-5155, Revision 10 Electrician Maintenance $31.97

The contractor shall pay each employee that performs work under this contract at least the wages and fringe benefits indicated on the Wage Determination and the table above. The Government may require submission of payrolls, conduct labor interviews, or perform other investigations to determine that clients are receiving the wages and fringe benefits required under this contract.


The contractor shall, at all times and while work is being performed under this contractor, provide supervision and superintendence of workers under this contract. The contractor shall also provide superintendence of all prime and subcontractor work performed, regardless of whether or not the subcontractor is providing his or her own superintendence.

Changes to Statement of Work

Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.

Confidentiality and Non-Disclosure

The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by VA which have been generated by the contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the task order.

The Contracting Officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the Contracting Officer for response.

Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer.

Contract Security Requirements

The C&A requirements do not apply to this contract. A security accreditation package is not required. Contractor personnel will be escorted at all times by Department of Veterans Affairs personnel while performing any work in the Reno VARO.
