Sources Sought Synopsis For

LCAC Flyover Blocks

The Naval Surface Warfare Center, Panama City Division (NSWC PCD) is conducting a survey of potential SDVOSB sources for LCAC Flyover Blocks.

This is a Sources Sought Synopsis for information only.  No proposal is requested or accepted with this synopsis and shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services.  This is not a solicitation announcement for proposal and no contract shall be awarded from this synopsis.  Your response to this synopsis will be treated as information only and part of market research and will not be shared outside of the Government.  No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.  Respondents will not be notified of the results of the evaluation. In the event a solicitation is developed, it will be assigned a formal Request for Proposal (RFP) number and potential offerors will be expected to thoroughly address the requirements thereof regardless of the circumstances surrounding this sources sought.


The Naval Surface Warfare Center Panama City Division (NSWC PCD) has been tasked to fabricate 56 flyover blocks (with an option for 24 additional flyover blocks).  The flyover blocks interface with LCAC and LCAC-100 assets within the well deck of Amphibious Navy ships. The Contractor shall fabricate and test one (1) first article (FA) flyover block in accordance with NAVSEA DWG 852-8677591 using Contractor furnished materials.  After acceptance of the FA, the Contractor shall fabricate 55 additional flyover blocks (with an option of 24 additional) in accordance with NAVSEA DWG 852-8677591.

This Sources Sought solicits input from potential SDVOSB offerors so the Government can better understand available commercial technology capable of meeting this requirement.

Written responses must be submitted as a Microsoft Word or .PDF document.  Responses are limited to 5 pages, including cover and administrative pages, and shall be delivered using 10 font or larger.  Proprietary information, if any, must be clearly marked.  To aid the Government in its review and evaluation, please segregate proprietary information.  Please be advised that all submissions become Government property and will not be returned. 

Written responses are requested no later than 20 August 2020, 5:00 PM Central Time.  Government will not distribute drawings to any business unless listed as a SDVOSB and must be requested no later than 17 August 2020, 5:00 PM Central Time.  Responses shall be submitted via e-mail only to samuel.kuntz@navy.mil.  It should be noted that telephone replies will not be accepted.
